There is a number that tells the story of China–Saudi Arabia construction trade better than any diplomatic communiqué: ¥3.6 billion. That was the export value of Chinese construction machinery to the Kingdom in 2023, up from just ¥810 million three years earlier — a compound annual growth rate of 64.7%. By 2024, Saudi Arabia had climbed to sixth place among China's global construction equipment export destinations, with the UAE at ninth, placing two GCC states in the global top ten for the first time.

The demand engine is not abstract. It is called Vision 2030, and it carries a price tag that Saudi officials peg at over $500 billion in infrastructure investment, with individual mega-projects — NEOM, The Line, the Red Sea Project — carrying combined investment commitments exceeding $1 trillion. The GCC construction equipment market as a whole sat at 68,499 units in 2024 and is projected to reach 94,499 units by 2030 at a 5.51% CAGR. Saudi Arabia accounts for the lion's share of that demand, driven by 1,000 road construction initiatives announced by the Ministry of Transport for 2025 alone.

Three Chinese OEMs dominate the pipeline: SANY, XCMG, and Zoomlion. Each has been aggressively expanding its GCC dealer network. Zoomlion's 2023 annual report notes that its market share in Saudi Arabia "increased rapidly through localised efforts", while XCMG showcased its full Middle East lineup at Big 5 Global 2024 in Dubai. The product categories driving volume are large and medium excavators, mobile and crawler cranes, and concrete mixing and pumping equipment. In 2024, China exported approximately $400 million in lifting machinery and $310 million in excavation machinery to Saudi Arabia alone.

But procurement volume means nothing without market access, and market access in the Kingdom runs through one gateway: the SASO SABER platform. Every unit of construction equipment entering Saudi Arabia requires two certifications. First, a Product Certificate of Conformity (PCoC), valid for one year, which confirms the equipment model meets Saudi technical standards. This requires testing at an ISO 17025-accredited laboratory, and test reports must be less than three years old at submission. Second, a Shipment Certificate of Conformity (SCoC), required for every individual shipment, generated through the Sadad payment portal and verified by the same Conformity Assessment Body (CAB) that issued the PCoC.

The practical implication: a Chinese manufacturer cannot simply load excavators onto a vessel at Shanghai and ship them to Jeddah Islamic Port. The PCoC must be in place before booking freight, and the SCoC must be issued before the container is sealed. For first-time exporters, the PCoC process alone can take 8–12 weeks including lab testing, document preparation, and SABER platform registration. Experienced exporters with standing certifications can issue SCoCs in days, but any change in model, specification, or production facility resets the clock.

The route itself, as of mid-2023, is straightforward: Shanghai or Ningbo to Jeddah Islamic Port via the Suez Canal, averaging 28–32 days transit with a stop at either Colombo or Port Klang. CIF pricing to Jeddah for a standard 40-foot flat-rack carrying a medium excavator runs approximately $4,500–$6,000, depending on carrier and booking window. The heavy-lift and out-of-gauge cargo (crawler cranes, large excavators) typically ships via RoRo or breakbulk from Shanghai's Luojing terminal.

For procurement teams, the critical takeaway is this: the Chinese construction equipment pipeline to Saudi Arabia is no longer an emerging story. It is a mature supply corridor with established OEM networks, standardized certification pathways, and competitive freight infrastructure. The question is no longer whether Chinese equipment can compete with Caterpillar and Komatsu on Saudi job sites — it already does, at a 30–40% price advantage. The question is whether your supplier has their SABER certifications current, their documentation aligned, and their freight routing optimized before the next mega-project tender closes.

  • Shipment Certificate of Conformity (SCoC): Issue SCoC via Sadad before container sealing; ensure CAB that issued PCoC is the same CAB verifying the shipment
  • ISO 17025 Lab Testing: Confirm all testing was performed at an accredited lab recognized by SASO — not just any ISO-certified facility
  • Equipment Nameplate Compliance: Check Arabic labeling, model number, serial number, manufacturer name, country of origin, and year of manufacture are legibly marked on the unit
  • Hydraulic and Emissions Compliance: Verify hydraulic fluid specifications and engine emission levels meet Saudi environmental regulations (2023 eco-friendly equipment mandate for government projects)
